Who held the most power in Spartan society?

The most power in Spartan society was held by the Spartan king. The Spartan king was the supreme ruler of Sparta and was responsible for various decisions which revolved around war, agriculture and economy. His was often the last say.

The King and the Council of Elders held the most power in the Spartan Society. Two Kings actually ruled the city and there was a 28 member council of elders that limited their powers of governance. This was a very unusual type of governmental setup. The members of the council of elders were recruited from families belonging to high social class.
