The quote means that you should speak cautious and nonviolent but be willing to use violent when things go south, the big stick is like an unsaid threat. Therefor the answer is 2 because when he intervened in the affairs he hadn't been hostile like other leaders of other countries, but they knew of the military power the US had, and was willing to use.
