What you have there is a list of two numbers. The first one
on the list is 0.4 and the second one on the list is 1.4 .
There's really nothing else that's mathematically equivalent
to that list.
If you meant for some kind of mathematical operation to be done
with those two numbers, then you have to describe the operation.
"And" is not a mathematical operation.
