The number could have been 4 and 4.
4*4 = 16
4+4= 8
16/8 =2
Another possibility is 3 and 6
3*6 =18
3+6 =9
18/9=2

There are many other possibilities. Basically the question is saying that if you multiply two numbers, the number you get is twice as large as if you were to add the two numbers.
