Why was President Truman considered to be weak on communism despite the federal government’s measures to investigate communists?

Fear of communism had reached a level that bordered on hysteria, and Truman's actions did little to make it go away.

"lost" China to communism

During Truman's leadership, China became a communist country in 1949.

Truman became president after the death of Franklin Roosevelt in 1945. By 1946, Truman was being encouraged to send troops in addition to money and weapons to China to help the Nationalists against the Communists. Truman refused and therefore was blamed when China became a communist country.
