The poem is unusual in that it has a very long title - also, it has a very descriptive title, which is also unusual.
I think it's very effective in the sense that the point of the poem (in my understanding) is to present a very shocking situation (and compare it to other situation), and the title contributes to this - it presents this situation in a way that's appropriate- that it, the situation is shocking and so is the title.
