In "The Convict and the Bishop," why doesn't Valjean have to pay the bishop to stay with him overnight?

Valijean does not have to pay the bishop to spend the night at his place because (A) the church does not charge money for taking care of people.

The bishop gives him an undue advantaged and offers him food and shelter, only for him to steal his silver from right above his bed, while he is sleeping. When the police catch Valijean escaping, Bishop pretends the silver was a gift.
