True. He did try to appoint six additional judges through the Judicial Procedure Reform Bill of 1937. Eventually the rules have changed as declared and agreed upon by the House’s ruling. Roosevelt wanted to add additional judges for the purpose of obtaining favorable rulings for the New Deal legislation.
