I believe the answer is turners rebellion
turners rebellion rebellion was regarded as the most devastating Slave's rebellion in united states history.
Since around 1/3 of the southern population were slaves, the white citizens were living in fear and tried to pass the gag rule to make public encouragement for rebellion became illegal.
