The first people to closely investigate the Watergate break-in and possible ties to the Nixon administration were two reporters - Woodward and Bernstein.
They thought that something suspicious was going on which is why they decided to look into the matter further. Eventually, they discovered everything in August 1972 and exposed the President and his administration for their criminal actions.
