During the early civilizatons in the neolithic era, advancement in agricultural technologies started to be created.
Along with this, the civilization also recongize a way to increase efficiency by separating the workload with job specialization. This lead to the formation of several groups and each of them held different responsibilities for civilization as a whole but controlled several leaders that appointed to overseen them. This basic mechanism is very similar to the interraction between the feds and the states.
