It was mostly about weaponry and its positioning. Both sides started amassing nuclear weaponry in the form of missiles and then started placing them worldwide in ally countries to defend themselves if need be. For example, the Cuban missile crisis happened when Soviets wanted to put ballistic missiles into Cuba who was an ally. The US of course did the same thing only in Europe.
