This would be an example of polygenic codominance. In codominance, the heterozygote expresses both alleles at the same time. Thus, the red and white spotted flower would be an expression of both the red flower and the white flower. Both would be equally expressed in the offspring.

The correct answer is codominance.

Codominance is when the alleles of a gene, in a heterozygote organism, are not fully expressed. In this case, either red or white fully dominates but they still manifest that they are present in the flower.
Do not get confused with incomplete dominance because that would result in a pink flower.
