Both the President Lincoln and the Union commanders wished that the war to end soon by deploying an army in Washington and invade Virginia and seize the Confederate capital of Richmond. General Scott’s Anaconda plan is for a more peaceful resolution but with lack of support the same objective was accomplished with lot of bloodshed. But the general framework of the Anaconda plan was a contributing factor which brought about the end of the Civil War.

Because the plan proposed by General Winfield scott's was considered as a 'cowardice tactic' by many people.

He proposed a plan to surround the ports owned by the southern armies and hurt their economy rather than making an actual military attack that aim to destroy.

It was initially denied by other union generals. But the plan was proven to be really successful since the south armies' ability to deliver supplies and equipment become heavily restricted.
