Policy makers may actually seek to "satisfice".

Satisficing mean that policy makers will target the acquiring of some satisfactory outcomes based on the fact that satisfactory stance is familiar and safe as opposed to keeping the goal of best acquirable targets which will have caused great effort, financing and taking risks of course.
