You can increase the rate of dissolving by either: increasing surface area (powdered form of solute), increased agitation or by manipulating the temperature. The temperature method is quite tricky. Generally, solvation rate increases at higher temperatures. But there are some exceptions to the rule. However, lead chloride is not one of these.
Thus, increase the temperature for greater solvation rate.
