A. It guarantees all citizens the right to bare arms.
B. It guarantees all citizens the right to due process under the law.
C. It guarantees that all powers not granted to the federal government are reserved to the states.
D. It guarantees that all powers not granted to the executive branch are reserved to the legislative branch.

The answer is C. The first answer is actually the 2nd amendment, the second one is the 5th amendment, and the last one I'm not sure if it's an actual amendment or not.
