How is human language “species-specific and species-uniform”?

Language is said to be species-specific because only humans posses language, and species-uniform because every normal human posses language. It is truth that other animals posses various degrees of communication systems, but they are not complex enough to be considered language. In addition, even though the ability of acquiring a language is genetically inherit, the specific language that a child acquires is completely obtained trough the cultural environment.
