Why can the position of the vice president be considered both very important and very unimportant?

The paradox of the vice presidency is that the holder of the office is a heartbeat away from the most powerful position in the nation, and yet the office comes with very few formal powers. So, the position is important because its occupant has the potential to rise to the presidency, but the position is unimportant because its occupant has very little formal power.
