What foreign-policy approach did Ronald Reagan promise to take if he was elected in 1980?

I’m pretty sure his entire foreign policy plan was to increase international relations to the effect of rolling back communism. I’m not sure if that’s exactly what he promised prior to election but I don’t see why it wouldn’t be given the time period in which he was president.
