The answer is workman's compensation act and Child labor act.
Both of these acts was raised when Luther Watson was injured when he is doing a job for a company when he is 15 years old.
The job caused luther to lose his right hand forever, and because there is no compensation for such accidents at that time, he was condemned to never find another job again.
