In reading the story, I got the feeling that Kugler was regretful that he didn't get the money he really didn't know about. Kind of an "AWW, MAN" moment, then for God to tell him the amount and where it wasjust burnt his soul.

Talking about all of Kugler's evil deeds, God mentions an old couple that Kugler had killed hoping to find a significant amount of money. However, all he could find was sixteen dollars. Now God reveals to him that they had actually kept 20 thousand dollars in a mattress. Kruger doesn't seem to regret murdering those people, but not finding the money he was after.
