The correct answer is
people must constantly fight enemies.
He explains that all people are equal in mind and body and this equality enables them to fight other people when they want something that belongs to them. If they were unequal then weaker would not fight the stronger but would run. This is why according to him there should be a strong leader who is prepared to fight others who would attack the country.
