Constantine placed the earliest public christian churches on the outskirts of Rome so that conflicts and confrontations between pagans and Christians could be minimized or avoided altogether. Clearly these confrontations could have been stressful for society and would have caused problems, so it was better to place the churches where there would not be as much contact between pagans and Christians on their way to worship.
