The Articles of Confederation was characterized for establishing a weak central government with limited powers, consisting of a Congress only (There was not even a President), and for giving more powers to the state, who were given sovereignty, and all power that wasn't expressly delegated to the government, meaning that they could create a wide range of laws.

This Constitution was created fearing that if they created a strong central government, it would abuse from its powers and would keep repeating social injustices. This is why Speaker 1 is the most suitable option.
