The Postmaster General would have been the person in-charge of all postal and telecommunications (in those days telegraph) activities, & possibly related policy, in India & Burma. It would have been a very important position.

Answer:

In the colonial times, the postmaster became very important because he was the person in charge of the all postal and telegrams in the colony. He would also look after the packages, sorting and delivering mail. In the colonial time, the mails delivered on a regular schedule with posted times. Letters and telegrams were the only sources of first-hand information and communication in colonial times.
