the answer to this question is both, and
Both Weber and Marx agreed that the amount of resources/capital that a person have will determine that person's influence in society.
They both disagree on the mean to acquire the resource. Weber believe it should be acquired through free competition while marx believed it should be distributed evenly through governmental control.
