Why is employee participation in the performance management process important? under what circumstances is employee participation not necessarily important?

Employee participation is important because it allows for the employees to know exactly what they're being judged on and what the criteria (and consequences) are for success or failure. Setting the initial goals might not be one of the most important situations for having employees around, but it does become important when working with the employee to modify those goals into new ones.
