The correct answer to this open question is the following.

Minh, the leader of the nationalist movement in Vietnam, and his Vietminh League fought to gain independence from France. The decision, made at the Geneva Conference, that restricted Minh’s plans was that France had to remove their troops and Vietnam had to be divided at the 17th parallel and mandated elections in two years to elect a new Vietnamese president that would unite the country again. The Genova Conference agreements were approved in July 1954.
