Why didn’t the articles of confederation work as a guiding political document. Why was it important for new document to be established

The Articles of Confederation had a few big problems.  Under the Articles of the Confederation, Congress lacked the power to raise money, regulate trade, conduct foreign affairs, and they couldn't tax the colonies.  If you have any specific questions, just ask.  I took pretty good notes during American History, mate.
