Based on this poem, how did imperialists (people who supported annexation) think of the people in the countries they were taking over (i.e cuba, philippines, etc.)?

The poem urges the peruser to take up the white man's weight by sending the best of their nation to dim, uncouth spots of the earth. There is a feeling of courage that white men go up against in conveying human advancement to the "savages" of the world.
