the answer is: C. Either A or B

An insurance plan can have either high deductible or low deductible. Each of them has their own benefit and you are free to choose depending on your financial situation.

IN low deductible plan, you can pay cheaper insurance claim but also receive lower amount of insurance coverage. In high deductible plan, you pay larger insurance claim but you also receive more expensive coverage.
