This should depend on the scenario. If James is in Cardiac Arrest and you witnessed it, then you actually have time to call 911, before you begin Cardiopulmonary Resuscitation. However his best shot at living is to perform High quality CPR until help arrives. So Perform CPR should be the answer.

perform cpr and call 911 if you can choose more than one if not perform cpr because if someone has a heart attack you can perform cpr because they are not breathing and are unconscious.
