These were the scalawags. They were part of the more moderate wing of the party during the Reconstruction era. They felt that the 13th Amendment and other measures needed to be passed and agreed to before southern states could be re-admitted to the Union. They were, many times, former Whig party members who had re-aligned with the Republicans after the war and their former party had gone defunct.
