-Post war economic depression
-There were debts to pay to France and the Netherlands which had helped finance the American revolution and pay back owed $ owed to soldiers in Conintential army
-If you don't pay back debts, trusts are lost
-the Congress of the US lacked power to tax or enact tariffs so they couldn't pay back debts
