The answer is: Accountability

Caseworkers are mostly made up of government workers or the employees of non-profit organizations.

These caseworkers usually would be assigned to help the people who do not have the financial power to face a certain legal battle. When the clients sign an agreement with the caseworkers, the caseworkers basically become accountable to fight the legal battle on the clients' behalf.
