A neutral atom is... well, an atom. An ion is an atom that is either positively or negatively charged. In other words, an ion with numbers of protons and electrons that are not equal to each other are ions.

Neutral atoms become ions when they bond with another atom or share an electron, changing their number of protons or electrons.
