Chicago because on the number line, the numbers to the left get smaller, and the numbers to the right get bigger. Negatives on the number line are going right, and getting smaller, even though it seems the numbers are getting bigger.
EX: -14,-13, -12,-11,-10...

the largest negative number would be the coldest, so -14 would be the coldest.

Chicago is the coldest city
