3m = 5m+15-3 (distribution)
3m=5m+12 (combining like terms)
-2m=12
m = -6

Your answer is: m= -6

Here is the simplest way to do it:

3m=5(m+3)−3
=5(m+3)-3: 5m+12
=3m=5m+12
=3m-5m=5m+12-5m
=-2m=12
=-2m/-2=12/-2
=m=-6
