Why did french revolutionary leaders institute the levee en masse?

Due to the need to attain the active effort of all of their citizens, France was in desperate need to implement the levee en masse, so as to be able to rally up their soldiers and fighters of the Revolution as a means of achieving the goal of overthrowing their dictatorship.
