It is the sixteenth amendment. The revision to the Constitution that gives Congress the ability to gather assesses on wage without allotting it among the states. The Sixteenth Amendment was passed in 1909 and endorsed in 1913.
The Congress should have the ability to lay and gather imposes on earnings, from whatever source inferred, without distribution among the few states, and without respect to any registration or identification.
