There is two and one acetate ion on the reactant and product side respectively. Similarly there are one and two bromine atoms on the reactant and product side respectively.

Balanced:

2NH₄Br(aq) + Pb(C₂H₃O₂)₂(aq) → PbBr₂(s) + 2NH₄C₂H₃O₂(aq)

To balance the bromine and acetate ions on both side of the reaction we place a 2 coefficient before NH₄Br and NH₄C₂H₃O.
