The Articles of Confederation was the US' first constitution ratified in 1781. The Articles of Confederation created a national government constitued by a Congress, where all states were represented equally. This Congress was entitled not only to declare war and negotiate peace, but also to appoint foreign ambassadors and military officers, sign treaties, make alliances and manage the relations with Indians.
