What might​ Jared's instructor have meant when she said that writing is a​ "recursive" process?]

By definition alone, recursive means that something is recurring or repeating. In this case, Jared’s thoughts or ideas in his writing might be simply repeating from one paragraph to another, therefore I believe the answer is:

“The writing stages overlap, so at any point you can loop in and out of other stages.”
