What made Massachusetts Bay Colony a theocracy?

A theocracy is a place that is ruled by members of the clergy. Massachusetts was governed by the Puritans, and they only allowed members of the church to the government, and the church leaders had great power. In that way the power was with religious men, and not with secular hands. This made it a theocracy. Hope I helped !!!!
