Herbert argues that contemporary (modern) maps are "......just as biased and conventional as ever ." How does she justify this point of view?

Herbert is absolutely right, all modern maps are biased. Basically, she is stating that modern maps still see places that have higher points of interest over smaller businesses on the map. So those bigger businesses will have a higher chance of bieng on the map over those smaller stores, shops, or restaurants.
