I think it's 16 candles.

14x8=112
112 divided by 7=16

So 16 candles?

One pack = 14 ounces.
She has 8 packs.

If one candle takes up 7 ounces, then each pack can create 2 candles.
2 x 8 = 16. In total, she can make 18 candles.
