Scientific hypotheses, theories, and laws are all means to explain a scientific phenomenon. A hypothesis is a testable observation. There must be a way to test your "if X then Y" statement. A theory, while not always a linear shift from a hypothesis, is an established idea about why something happens, as verified by experimentation. A law is a proven fact about what happens and why.
