Having a stronger negative or positive change on one side is called what ?

I think the question refers to 'charge' not 'change'. It would make more sense. This is called a polar molecule. Polarity is the characteristic of having an imbalance of charges of the individual elements of a compound. Due to the large difference in their electronegativities, the pull of forces would be unequal. These unequal dipole forces would induce a London force which is an intermolecular force.
