What the U.S. President can do to improve trade relations between the United States and Cuba is to remove trade sanctions on Cuba.

The embargo on trade began many years ago. In February 1962, President John F. Kennedy proclaimed an embargo on trade between Cuba and the United States as a response of Cuban’s actions. President Bill Clinton strengthen the economic measures in 1996 with the Helms-Burton Act, that prohibited United States citizens to make business with Cuba. So, if the President of the United States would like to improve trade relations between the U.S. and Cuba, logically the first step should be removing trade sanctions on Cuba.
